  • Objective: To recruit, deploy, supervise, and manage qualified personnel for the Government Organization, Semi-Government Organization, Autonomous Bodies  through an end-to-end, compliant outsourcing model, ensuring uninterrupted service and measurable quality outcomes.
  • Service Delivery Principles
  • Compliance-first: Bangladesh Labour Act 2006 (amended), Labour Rules 2015, PPA 2006, PPR 2008 & PPR 2025, VAT/Tax rules.
  • Speed with quality: Complete mobilization within 7 calendar days of Work Order; maintain a pre-vetted reserve pool for continuity.
  • Transparency: Separate attendance, payroll, invoicing, and reporting; auditable records.
  • Recruitment Process
  • Workforce planning.
  • Finalize category-wise numbers, duty stations, shifts, and skill profiles per Project requirement.
  • Prepare detailed Job Descriptions aligned with project ToR.

  • Screening and selection.
  • Shortlisting against minimum qualifications:

  • Assessments
  • Technical tests by category (lab technique basics, coding/database task, data entry test, handling demo, cleaning demo & Others).
  • Soft skills: communication, compliance, ethics.

  • NID, educational/experience verification, professional license (if any), references; police verification.
  • Medical fitness as per Project guidance.
  • Offer and onboarding
  • Issue appointment letters; open bank accounts; issue ID cards; provide induction on SOP, EHS/biosecurity, code of conduct.
  • Uniform and PPE
  • General
  • All staff will carry photo ID cards and wear role-appropriate uniforms with Dhaleshwary logo and, where requested, project ID.
  • PPE is mandatory based on duty type; inventory maintained and replaced as needed.
  • Salary Details
  • Principles.
  • Salaries will follow the tender, applicable laws.
  • Payment mode: Monthly, through bank transfer; disbursed by the 7th working day of the following month.
  • Leave and holidays: As per Bangladesh Labour Law and project schedule.
  • Components.
  • Earnings: Salary; Festival Bonus (as per law/contract), Nabarsha Allowance.
  • Deductions: Tax at source; penalties (if officially approved and documented).
  • Salary statement.
  • Employee name, ID, designation, location; salary period; working days; present days.
  • Net payable; bank name/account no.; disbursement date; acknowledgment.
  • Manpower Maintaining
  • Dedicated project manpower: Staff assigned to this project will not be interchanged with other contracts without PE approval.
  • Separate records: HR files, attendance, payroll, uniforms/PPE logs, training logs, and invoices maintained per category and per site.
  • Roster and shifts: Category-wise shift plans ensuring 100% coverage; relief/weekly off planning; emergency on-call roster.
  • Supervision and reporting
  • On-site Supervisor/Team Lead (where applicable), HR Focal, and QA Officer for compliance checks.
  • Weekly deployment list; monthly attendance; incident/accident log; replacement log; training register.
  • Replacement
  • Conditions: Non-performance, absence, resignation, medical unfitness, or Project request.
  • Timelines
  • Unplanned absence: replacement within 07 Working Days.
  • Performance-related replacement: within 07 Working Days after written notification.
  • Process
  • Activate reserve pool; fast-track interviews if needed.
  • Handover of duties, files, devices; return of uniform/PPE/ID; exit clearance and final settlement as per law.
  • Discipline and Police Clearance
  • Code of conduct
  • Punctuality, attendance, respectful behavior, anti-harassment, anti-bribery, protection of government property, zero tolerance for intoxication at work.
  • Police verification
  • Pre-employment police clearance for all staff; renewal/update as required by Project.
  • Document retention: verified NID, police clearance certificate, reference checks, medical fitness certificate.
  • Corrective actions
  • Verbal/written warnings, retraining, suspension, or replacement in coordination with Project.
  • Interview Process
  • Commitment: Supply the required manpower within seven (7) calendar days from Work Order/date of instruction.
  • Reserve pool: Maintain pre-vetted candidates for each category to ensure continuity.

  1. Accommodation Details
  • General approach
  • For out-of-station/field postings, Dhaleshwary will arrange safe, clean accommodation within practical distance (typically within 3–5 km) of the duty station.
  • Standards
  • Separate arrangements for male/female staff as needed.
  1. Reporting and KPIs
  • Reporting to Project
  • Weekly: deployment and roster status.
  • Monthly: attendance/muster roll, payroll bank advice, replacement log, incident/safety report, training log, police clearance tracker.
  • KPIs
  • Position fill rate: 100% within 7 days of Work Order.
  • Attendance: ≥95% monthly presence for each category.
  • Salary timeliness: 100% disbursed by due date.
  • Compliance: 100% police clearance and medical fitness on file.
  • Safety: zero major incidents; all minor incidents investigated and closed with corrective actions.
  1. Legal and Taxes
  2. Compliance with PPA 2006, PPR 2008, PPR 2025 and any project-specific directives.
  3. VAT/TAX invoicing per GoB rules; submission of all statutory documents as required.
  1. Risk Management and Contingency
  2. Disruptions (strikes, weather): backup rosters; accommodation near site; flexible shift planning.
  3. Health outbreaks: enforce biosecurity; staggered teams; PPE stock buffer; tele-support for non-field roles.
  1. Acceptance and Governance
  2. Single Point of Contact (SPOC) from Dhaleshwary for coordination and escalation.
  3. Any change in scope, quantity, or deployment to be confirmed in writing by Project.
  4. Dhaleshwary commits to executing services strictly as per this Work Plan and the tender/contract conditions.
